Aquia Delivers Veterans Day Commitment: Four VA Forms Digitized in Record 44 Days
Digital transformation initiative saves Veterans an estimated 70,000+ hours annually while setting new benchmarks for government software delivery
WASHINGTON, Dec. 22, 2025 -- Aquia Inc., a cloud and cybersecurity digital services firm, today announced the successful delivery of minimum viable products (MVPs) of four digitized forms for VA.gov, meeting its ambitious Veterans Day deadline under the Department of Veterans Affairs (VA) Benefits Intake Optimization (BIO) project. The achievement marks a significant acceleration in government software delivery, completing in 44 days what has previously taken several months.
Working with VA's Office of Information and Technology (OIT) under the Office of the Deputy Secretary, Aquia transformed four high-volume paper forms into production-ready digital experiences:
VA Form 21-0779: Request for Nursing Home Information in Connection with Claim for Aid and Attendance
VA Form 21-2680: Examination for Housebound Status or Permanent Need for Regular Aid and Attendance
VA Form 21-4192: Request for Employment Information in Connection with Claim for Disability Benefits
VA Form 21P-530a: State or Tribal Organization Application for Intermittent Allowance
The four forms currently process more than 200,000 paper submissions annually, consuming over 70,000 hours of time from Veterans, caregivers, and medical professionals to complete, not including additional VA processing time. The new digital forms incorporate enhanced data validation to optimize automated processing, improve data accuracy, and reduce claims processing timelines. Further enhancements of the MVPs are set to begin immediately via rapid, agile iterations.
"Delivering four production-ready VA forms, comprising 54 pages, 34 reusable components, and validated by 2,400 automated tests, in just 44 days is remarkable. But what matters more is that we built them right," said Justin Linn, principal software engineer at Aquia. "Across 16 design iterations, we continuously refined the experience to ensure the forms work seamlessly for Veterans and created a shared form tooling and validation schema system designed to accelerate future VA modernization efforts and reduce technical debt across the platform."
Each digitized form features both authenticated and unauthenticated user experiences as appropriate, with automated PDF generation for user records and full integration with VA's Lighthouse Benefits Intake API. All forms include accessibility features compliant with federal standards and mobile-responsive design optimized for all devices, ensuring Veterans can access benefits applications anywhere, anytime.
The Veterans Day delivery marks a key milestone under Aquia's first prime contract with VA, awarded in September 2025 as part of the Critical Veterans Services Initiative (CVSI). The company also supports VA through its joint venture with Nava Public Benefit Corporation, Aquia Nava II LLC, on the Secure, Performant, Reliable, and User-Centered Experiences (SPRUCE) vehicle, Disability Benefits Crew contract, National Artificial Intelligence Institute’s (NAII’s) AI innovation initiative, and more.
